Purpose of the Position

o Perform assigned procurement duties at the Michoud Assembly Facility, to include purchase order issuance and a full range of subcontract administration functions in the subcontract life cycle, from proposal initiation to contract completion and formal close-out, with emphasis on construction projects pursuant to Davis Bacon Act .  Works in conjunction with various levels of management and employees on several procurements, subcontracts and/or agreements.

Principal Duties/Responsibilities of the Position

o Develops subcontracts and changes of medium complexity and risk level, non-disclosures, teaming and other agreements and software licenses in accordance with corporate and area of assignment policies.

o Reviews, interprets, negotiates and administers subcontracts of medium to high complexity level and subcontract risk type.  Identifies issues and surfaces same.  Creates alternative courses of action to address issues and implements same as approved.

o Analyzes and reviews subcontracts of medium to high complexity and risk to identify areas of improvement or revision and to determine corporate risk; prepares and provides alternative approaches to mitigate risk.

o Develops and evaluates bid packages of medium to high risk and complexity to meet business needs. Solicits and reviews proposals/quotations from vendors to support business needs.  Performs cost and pricing analyses; determines appropriate approach and gathers

o Retains currency on subcontract regulations and contract law in appropriate areas.

o Acts as expert in providing support and assistance in proposals for routine, less complex new business.  Assists in supporting appropriate approach and crafting draft documentation to facilitate process.

o Maintains contractual documents, files, correspondence, meeting minutes, deliverables, and other appropriate and applicable documents and corresponding logs.

o Participate in job walks on site with subcontractors and various personnel

o Acts as an interface and point of contact with the client and internal staff regarding subcontract issues; resolves issues and communicates approach.

o All other duties as assigned.

Education and Experience Requirements

o Bachelor's degree or equivalent combination of education and experience

o Bachelor's degree in business administration or related field preferred

o Five or more years of experience in subcontract administration or procurement management

o Experience working with Federal Acquisition Regulations (FAR) and all Agency Supplements, and Service Contract Act (SCA)

o Experience working with contract/subcontract law

o Experience maintaining confidentiality of sensitive material and communications.

o Must have the ability to communicate the English language, both verbally and written, in an effective manner.

o Must have, and maintain, a valid driver’s license.

Preferences

o Prior knowledge of NASA site, experienced with working on government installations preferred.
