Purpose of the Position

The Construction of Facilities (CoF) program manager is responsible for the day-to-day aspects of the CoF program at Stennis Space Center, MS. They are responsible for maintaining SACOM contract requirements related to Performance Work Statement (PWS) 4.1.2 CoF planning. The role shall oversee CoF program scope, schedule, budget, technical requirements, and overall quality and performance. The CoF program manager shall lead the S3 project support team for the project(s) assigned. The CoF program manager is a function of the Engineering Services Department (ESD). Their responsibilities are in direct support to the NASA SSC CoF Program Office.

Principal Duties/Responsibilities of the Position

  • Maintain overall responsibility for CoF program, from planning and development of projects, through project award and execution, through completion, activation, and closeout
  • Manages a portfolio of assigned CoF projects, approx. $50M annual budget
  • Support Task Order (TO) formulation (narrative, basis of estimate, schedule) of CoF funded projects
  • Lead Scope of Work (SOW) development, defining scope to a level of detail on which to base the estimate, project schedule, technical requirements, and baseline budget
  • Lead Project Management Plan (PMP) development
  • Plan and execute annual CoF budget performance across IDIQ and CORE
  • Develop quads, project plans, risk assessments, and estimates for NASA CoF project submissions
  • Create EconPack Life-Cycle Cost Assessments and maintain EconPack software capabilities
  • Develops, collects, and maintains SSC-702 form submissions for S3 personnel
  • Active monitoring and management of the Project Funding Priority System (PFPS) database
  • Attend and present monthly CoF program meetings, management presentations, status reviews
  • Develop monthly data requirements deliverables to include status, percent complete, milestones, highlights, issues/concerns, and financial reporting (Earned Value Management)
  • Develop and maintain NASA Form 1509 submissions
  • Attend annual CoF technical interchange meetings at various NASA agencies
  • Attend CoF program seminars and lead local SSC CoF training sessions
  • Support NASA CoF Program Manager with CoF data calls (discrete, minor revitalization & 8construction, institutional, program-direct, renewal, repair, enhanced use lease agreements, demolition/consolidation, energy, facility planning & design, supplemental)
  • Direct interface with NASA CoF Program Manager(s)

Additional Duties/Responsibilities

  • Ensure an adequate communication plan is developed, and adhered to, to align with NASA CoF program customer needs
  • Remain engaged in individual CoF funded project lifecycle
  • Ensure all CoF project plans and supporting documentation are prepared accurately and timely, exceeding all aspects of safety, quality, and technical requirements
  • Lead estimate, schedule, budget, and requirements development and monitor health and progress of individually assigned CoF projects
  • Participate in project estimate challenge
  • Involved in pre-solicitation and post award sub-contracting activities
  • Review and approve subcontractor proposed schedules as well as monthly schedule updates
  • Ensure subcontractor strategy and status tools/methods contain the appropriate level of detail, and are of a frequency, to provide adequate project progress (schedules, logs, reports)
  • Lead project support team and ensure assignments are communicated
  • Ensure proper project communication occurs within the project team throughout the project lifecycle
  • Determine project meetings required and ensure they are occurring (daily, weekly, monthly) and are adequately attended and facilitated
  • Interface with Customer and stakeholders to ensure communication of project status and resolution of issues
  • Monitor and report project performance against the project plan and take corrective action where/when required
  • Ensure all required reporting is occurring
  • Monitor purchase requests and purchase order status
  • Coordinate with Engineering on detailed design review and finalization
  • Provide decisions on procurement issues
  • Ensure contracting strategy is being executed according to plan and schedule
  • Manage change control requests in a timely manner
  • Ensure construction readiness
  • Oversee performance of planning, design, construction, startup, commissioning, and testing activities on select CoF projects
  • Participate in pre-construction kickoff meetings with the entire project team
  • Coordinate with the construction team and job site management
  • Track project deliverables throughout project life cycle
  • Perform risk assessment, risk management, and risk contingency planning
  • Ensure thorough and accurate closeout following completion of construction
  • Ensure any required environmental and regulatory procedures and submittals are complete
  • Develop and share Lessons Learned for CoF projects Assure adherence to project management standards


Qualifications/Requirements

  • Bachelor’s degree in communications, science, engineering, construction, or project management
  • Possess technical writing and communication skills
  • Self-driven with ability to work independently and in a team environment
  • Prior experience with NASA, SSC, or federal government practices preferred
  • Proficient in Microsoft Office (O365, Teams, PPT, Excel, Word)
  • Project Management Professional (PMP) certification a plus
  • Ability to adapt, multi-task, and shift responsibilities to meet customer requests timely within day-to-day tasking

Physical Requirements

  • Must be able to lift and carry up to 50 lbs.
  • Dexterity to operate office equipment as required by the position
